IRVINE, CA / ACCESS Newswire / August 21, 2026 / Digital asset infrastructure is under a growing spotlight in Washington and on Wall Street, with lawmakers pushing forward on cryptocurrency market structure legislation and major financial firms publicly calling for expanded frameworks to support tokenized assets. Against that backdrop, the Trusted Smart Chain (TSC) community has approved TSC-P-4, a governance proposal that strengthens validator infrastructure and introduces new on-chain modules designed to support the network’s next phase of development.

The proposal passed with 99.99% of participating voting power in favor, drawing 79.7% quorum participation from bonded validators and delegators, a level of turnout that underscores the strength of TSC’s community-led governance model.
TSC-P-4 enforces the network’s existing 500 TSC minimum self-delegation requirement for validators, closing a technical gap identified by the network’s engineering team. It also introduces three new on-chain modules that expand how the community can participate in the network going forward: one to manage software licenses, one to track node activity tied to those licenses, and one that lets active nodes submit on-chain attestations, including observations tied to real-world-asset and real-world-utility contracts.
Together, these modules lay the framework for participation in the network that extends beyond operating a validator node, a step the TSC community sees as foundational to the ecosystem’s continued development.
“This upgrade is about inviting more and more people to participate in the infrastructure of the network. This hardens the network at the same time. Each of the modules added also adds the framework which we need to prepare for the next phase of growth. Seeing this level of turnout from our community reinforces that TSC is being built the way it was meant to be built, together with the people who use it,” said Brant Frank, Chief Technology Officer of Trusted Smart Chain.
The upgrade, designated v3, is scheduled to activate at block height 680,000. Node operators on the network hold software licenses that determine eligibility for activation under the new License and Network modules; license holdings are not an investment product and confer no ownership, dividend, or profit-sharing rights.
TSC-P-4 was put to a vote of staked TSC token holders, including validators and the delegators who back them, reflecting the network’s community-driven approach to its own development.
As regulatory clarity around digital assets continues to take shape and demand for compliant tokenized real-world asset infrastructure grows, TSC’s community points to this vote as a marker of the network’s technical readiness to serve authorized participants building in that space – with the community continuing to shape how it’s built.
About Trusted Smart Chain: Trusted Smart Chain is a compliance-first Layer 1 blockchain providing infrastructure for the on-chain issuance and management of tokenized securities and network operations by authorized participants under existing regulatory frameworks.
